North County CERT, benefitting the communities and empowering families and neighborhoods in time of need. We’re building a bridge of hope if ever the time of need should arise; showing goodwill to all mankind. 


The Community Emergency Response Team (CERT) concept was developed and implemented by the City of Los Angeles Fire Department in 1985. The training program that the LAFD initiated proved to be so beneficial that the Federal Emergency Management Agency (FEMA) felt that the concept and the program should be made available to communities nationwide. The program prepares citizens through a 26-hour training program to take a more active role in planning and preparing for disasters and other emergencies in their neighborhood, workplace, and school.

 CERT is a positive and realistic approach to emergency and disaster situations where citizens may initially be on their own and their actions can make a difference. While people will respond to others in need without the training, one goal of the CERT program is to help them do so effectively and efficiently without placing themselves in unnecessary danger. In the CERT training, citizens are prepared to:

 Manage utilities and put out small fires
Triage
Treat the three medical killers
Provide basic medical aid
Search for and rescue victims safely
Organize themselves and spontaneous volunteers to be effective
Collect disaster intelligence to support first responder efforts


 CERT teams do NOT: 
Suppress large fires
Enter structures that are heavily damaged and
Perform hazardous materials cleanup
Perform any function beyond their level of training
Activate or deploy except by appropriate authority
